ON THE APPLICATION OF A RISK-BASED APPROACH IN THE IMPLEMENTATION OF CONTROL AND SURVEILLANCE FUNCTIONS IN THE STATE DEFENSE ORDER

Background. The article is devoted to one of the most urgent tasks of increasing the efficiency of management of the development of the state defense order – increasing the effectiveness of the control and supervision activities of government bodies in the field of state defense order through the application of a risk-based approach. The purpose of the work is to show the possibility of using modern approaches for state control and supervision in the military-industrial complex.
Materials and methods. The methodology of carrying out work is based on the system approach allowing to exercise the state control and supervision taking into account risk assessment of causing economic harm to the state and society.
Results. Need of transition to a control system with accurate quantitative assessment of potential or real economic harm as for the state from activity of subjects to control, and for subjects to control from actions for control is shown.
Conclusions. In conclusions application consequences risk – the focused approach in issues of control and supervising activity in the field of GOZ are noted.
